As a side note I did try to help him by explaining, in a no start condition you either have no fuel or no spark (or rarely no air). The young man explained he was getting plenty of fuel. But he was not.</p>

<p>Auto repair coupons are a great way to save money on the required maintenance for your car.  This maintenance is something you need to do anyway, so looking for and using coupons can only be a benefit to you.</p>

There are a few ways to go about finding and using auto repair coupons.</p>

Clip coupons as you find them.  We all get coupon mailings from time to time.  Usually these contain coupons or flyers from local businesses, including automotive repair shops.  Keep an eye out for these auto repair coupons, and save them when you find them.  Even if it&#8217;s a repair you don&#8217;t end up needing, and you just throw the coupon away when it expires, the worst that will happen is that the coupon will take up some space on your fridge or in your drawer for a little while.</p>
<p>&#13;<br />
The best thing that can happen, of course, is that you find the coupon at just the right time to save some money on something you were going to have to do anyway.  Examples that you&#8217;ll probably see a lot of are coupons for oil changes, radiator flushes, air conditioning maintenance, alignments, and tires.</p>

Go look for the coupons when you need them.  There are a lot of resources online if you find yourself needing a specific repair or maintenance.  For instance, coupon sites such as valpak offer a searchable coupon database.  You just print the coupons you need, and take them with you when you go.  Since many of these online coupon sites feature local businesses and allow you to search in your specific area, you should be able to find a wide selection.</p>

Check with your favorite auto repair shop.  If you have a favorite place you take your car, don&#8217;t go someplace else just because you have a coupon.  There&#8217;s a reason why that shop is your favorite, and you may end up being dissatisfied if you take your car anywhere else.  Instead, check with your favorite shop and see what offers they are running.  They may have flyers with their current coupons in the store, so they can give the special deals to customers when they ask, particularly loyal returning customers like you.  Or they may be able to tell you how you can get your hands on their specific coupons online, in the local paper, or in a mailing they sent out recently.</p>

There&#8217;s also another possibility you might consider.  Sometimes one shop will honor another shop&#8217;s auto repair coupons, just to get (or keep) your business.  So call your favorite local shop or pay your favorite mechanic a visit, tell them about or show them the discounted service offered, and see if they can do anything for you.  It&#8217;s always worth a shot.</p>

<p>Last summer, the charges brought against Sears highlighted many of the problems that consumers confront in taking their cars in for automotive repairs. Serious questions were raised regarding the pervasiveness of automobile repair fraud in America. </p>
<p>&#13;</p>
<p>The problems of automobile repair fraud are national in scope. The Sears case alone resulted in actions by 43 different States.</p>
<p>&#13;</p>
<p>Following the hearing of last year, the National Associations of Attorneys General established an automotive repair task force to examine the issue from the State perspective and to coordinate enforcement efforts. As part of the settlement with Sears, the National Association of Attorneys General received $200,000 to create an automotive repair industry reform fund.</p>
<p>&#13;</p>
<p>Given the sophisticated equipment in most automobiles today, it is no wonder that consumers find themselves at the mercy of auto repair shops, and are often left wondering whether the $500 they just spent for repairs was necessary, or was it just money that was wasted? </p>
<p>&#13;</p>
<p>Even if a given repair was necessary, questions often linger over whether the repair was properly performed, and whether, indeed, the repair will last for a period of time. </p>
<p>&#13;</p>
<p>Because of this situation, undercover sting operations are one of the most effective methods for discovering abusive practices and are extremely useful for their deterrent effect. </p>
<p>&#13;</p>
<p>While it is clear that the routine trip to the auto repair shop is every consumer&#8217;s nightmare, it is less clear how to remedy the situation. </p>
<p>&#13;</p>
<p>So straight away, right off the top, make sure you understand everything you are being told. Get an estimate, and get it in writing. Before you authorize anything beyond that estimate, make sure the mechanic gets your direct approval. </p>
<p>&#13;</p>
<p>Before you have the work done, check around. At the very least, call around. Find out what other mechanics think of that estimate. Is it a rip-off, or isn&#8217;t it? Other mechanics might have an opinion that is a little bit better than your own. </p>
<p>&#13;</p>
<p>Also, before you go ahead and have that work done, talk to the mechanic. Tell him you want your old parts back. It may not guarantee that you will not be ripped off, but it will put the mechanic on the defensive. It will tell him that you are no idiot. </p>
<p>&#13;</p>
<p>At one shop we went to, the repair man simply said he could not provide us with our old parts. That is a tip-off right away that something unusual is going on. </p>
<p>&#13;</p>
<p>Also, a couple of the shops we went to, we got an estimate before the mechanic even looked under the hood. That should be another tip-off that something sneaky may be going. </p>
<p>&#13;</p>
<p>Also, another important question to ask is, how much are they going to charge for those new parts? Some shops will charge you only list price. However, at a number of other shops we got stung for as much as two-and-a-half times list price. </p>
<p>&#13;</p>
<p>Obviously, it is better to be armed with knowledge and a checklist of how to approach a car repair, rather than being an obvious victim.</p>

<p>As cars become more advanced and complex with each passing year, it has now reached a point where car owners must seek or get repair work done at a new car dealership.  They do not have the choice of many repairs at regular repair shops or similar as they do not have access to the technology that can read the newer computers and service information.  Without this an effective repair and diagnosis cannot be done.  This has become a great money making opportunity for the car dealers and their manufacturers to effectively monopolize the repair market and jack up prices on parts and services.  This is why there is a new bill that, if congress passes it, will change this and make car repairs and service a more affordable option.</p>
<p>&#13;<br />
Since congress instituted the anti trust legislation which encourages fair trade and business practices (some companies like Microsoft still try to ride the extreme edge of these laws) most businesses have complied.  Some companies, though, when afforded an opportunity to make extra cash (and lots of it) by stifling the competition and artificially raising prices and entrapping customers (can we say illegal monopoly) run at the opportunity.  Companies like the auto manufacturers of today have currently done with the with holding of crucial technology and information systems to regular or non name repair shops.  This effectively makes it so that you the consumer immediately have a greatly reduced choice of where you can go for repairs and service.  </p>
<p>&#13;<br />
That is not fair, causes unfair competition and business hurdles, drives up prices and, most importantly, is highly illegal.  Yes, the big auto manufacturers are currently spending millions on high paid lobbying firms in Washington to get the bill and subsequent legislation squashed or at least greatly reduced.  This is how business is done in Washington and on the federal level.  Its called pork barrel politics and it is not about what is fair and good for the consumer.  Many times a well intentioned bill, funding or similar gets squashed or minimized to the point where it either does not have any effect or, in some places, the complete opposite results.</p>
<p>&#13;<br />
Case in point, the AMT (Alternative Minimum Tax) was brought about to tax the rich more and in the end it actually does not touch the rich and entraps many members of the middle class.  The rich can afford big lawyers and lobbyists and literally get away with murder (for a great example just look at O.J. Simpson and his dream team with Cochran and others).  They can get a presidential pardon for donating $500,000 or so to a presidents memorial library fund or similar (just look at the list of people that Bill Clinton pardoned on his way out of the presidency (one was an automotive and NASCAR magnate with over 50 felony charges and all were pardoned away)!  </p>
<p>&#13;<br />
Why I am telling you this is because the Right To Repair Act is another very well intentioned bill that will lower automotive repair costs as it encourages healthy competition.  It will make the auto manufacturers release codes, technical data and equipment to the entire repair industry.  It will allow you to get your car or truck serviced wherever you like.  You should be able to get your car serviced wherever you like and, if you feel adept enough or properly trained, to work on it yourself.  </p>
<p>&#13;<br />
The automotive industry wants it squashed as they are now literally allowed to have a monopoly on where their car owners go for service.  A monopoly on service and related auto repairs means a financial windfall for all involved except the consumer.  Just go to your local car dealership and have something simple and what you would think cheap to repair diagnosed.  See what the service advisor tells you.  You will almost pass out.  On average new car dealer service departments charge twice what your local service shop does.  And they routinely recommend things that are not necessary or needed. </p>
<p>&#13;<br />
The car manufacturers argument is that they have the best training and can best work on your car so it helps the consumer.  This is simply not true.  I actually worked at numerous car dealerships for many years and have seen many gaffs, mistakes, and acts of stupidity done by the service departments.  The same mechanics that work at your local car dealership actually are no better qualified then your local mechanics with the same training (ASE and similar).  </p>
<p>&#13;<br />
Why can I say this?  Because they are the exact SAME mechanics.  Where do you think the car dealership mechanics go when they finally get tired of being lied to and having their pay cut or a performance bonus missed while the car dealer and general managers are just banking it.  They leave and go to regular service shops and some go out on their own and launch their own repair shop or service station.  Many of these service shops have stringent training requirements that exceed your state requirements and even that of the new car dealerships.  </p>
<p>&#13;<br />
So, basically it is up to you.  This is a bill that will help you and save you money.</p>

<p>Whether it is for family matters or to commute to work, most of us depend on a car every day. And, while new cars, domestic and foreign, have become more reliable and require less maintenance than older models, the fact is that cars break down and must be repaired. An individual who needs his car repaired promptly is susceptible to being charged for unnecessary repairs. Moreover, most consumers are not sufficiently knowledgeable to know when what a mechanic is recommending to them is an unnecessary repair. </p>
<p>&#13;</p>
<p>Even if a consumer thinks he has been defrauded, it is virtually impossible to prove that a repair facility did anything improper once a repair has been made. State law enforcement efforts, using stings and inside informants, can identify wrongdoers, but these efforts are unlikely to lead to redress for consumers who have been defrauded. </p>
<p>&#13;</p>
<p>Traditionally, the automotive repair industry has been licensed and regulated at the State and local level. Some States, for example, require auto repair facilities to give consumers a written statement estimating the cost of repairs, and also require the repair facilities to obtain further authorization from the consumer before proceeding with work not listed on the estimate or if the cost of the repair will exceed the estimate by a specified amount. Other States impose licensing or certification requirements on auto repair facilities and on auto repair mechanics. </p>
<p>&#13;</p>
<p>While recent cases have drawn much attention to national auto repair chains, these chains constitute a limited portion of the industry. For example, in 1990, mass merchandisers accounted for only 4 percent of the automotive after-market service outlet market share. The three greatest market share segments, together accounting for 62 percent of the market, were service stations, with 25 percent, new car dealers, with 22 percent, and general repair shops, with 15 percent. </p>
<p>&#13;</p>
<p>Most auto repair problems continue to be local in character. Nevertheless, this is an important consumer issue, and the Consumers Commission is committed to assisting State and local law enforcement efforts whenever it is feasible, and to identifying cases that can more appropriately be addressed by the Consumers Commission, rather than by State and local agencies. </p>
<p>&#13;</p>
<p>There are some proposed changes that will make this industry fairer, and reduce the problems faced by consumers.</p>
<p>&#13;</p>
<p>First, the widespread use of flat rate manuals, which list the average length of time needed to make specific repairs. Repair shops may charge consumers labor costs based on those averages, even though the actual repair times may be substantially less. </p>
<p>&#13;</p>
<p>A second area of interest involved incentive compensation systems in the auto repair industry. These systems, which include the use of quotas, commissions, or similar compensation may provide incentives for sales personnel to sell unnecessary auto repair services in order to meet quotas or receive larger commissions. </p>
<p>&#13;</p>
<p>The final concern is low-balling, a practice where repair shops advertise deceptively low prices to lure consumers into the repair shop, even though only a few vehicles will be eligible for the advertised price. The staff of the Commission is in the process of examining these factual, legal, and economic issues. </p>
<p>&#13;</p>
<p>Another possible law enforcement approach that has been identified is to focus on national franchised auto repair outlets, such as tune-up, transmission, and brake repair shops. These types of specialty repair shops held about 13 percent of the automotive aftermarket service outlet market share in 1990.</p>
