<p><a href="http://autoblog.com/fiat">Fiat</a> will start building a battery-electric version of its <a href="http://www.autoblog.com/fiat/500/">500 compact</a> this year, marking the Italian automaker&#8217;s entrance into the EV production market. So said Chrysler CEO Sergio Marchionne in an official Chrysler <a href="https://twitter.com/#!/Chrysler/status/165951143808221184">tweet</a> recently that said:</p>

<p>As you can read, Marchionne didn&#8217;t say how many EVs would be produced or how much it would cost, though the 500 EV will likely have about 100 horsepower as well as about a 90-mile single-charge range, the website said. Marchionne once estimated that Fiat would lose about $10,000 on each 500 EV sold. Fiat hasn&#8217;t put out an official statement on the model.</p>
<p>Fiat unveiled its 500 Elettra battery-electric concept at the 2010 Detroit Auto Show, though has been relatively quiet since. A privately converted 500 EV was <a href="http://green.autoblog.com/2011/08/25/libyan-rebels-claim-ghaddafis-all-electric-fiat-500-as-prize/">notably owned by now-deceased Libyan leader Muammar Gaddafi</a>.</p>
<p>Earlier this month, Corrado Clini, a member of Italy&#8217;s Ministry of the Environment, said Fiat <a href="http://green.autoblog.com/2012/02/03/italian-environment-minister-hey-fiat-you-missed-the-boat-on-e/">missed an opportunity</a> to gain from growing global demand for electric-drive vehicles by choosing to work on more fuel-efficient internal combustion engines instead of hybrids and electric powertrains, the <em>Wall Street Journal</em> reported.

<p>Hertz, whose fleet includes <a href="http://www.autoblog.com/nissan/leaf/">Nissan Leaf</a> battery-electric vehicles and <a href="http://www.autoblog.com/chevrolet/volt/">Chevrolet Volt</a> extended-range plug-ins, will install the system at its headquarters in Park Ridge, NJ, this month. Virginia-based Evatran is the maker of the wireless recharging system.</p>
<p>Hertz said last June that it <a href="http://green.autoblog.com/2011/06/07/hertz-adds-washington-d-c-to-plug-in-vehicle-rental-program/">planned to have about 1,000 plug-in vehicles</a> across its fleet by the end of the year. Last October, the company became the first to make <a href="http://green.autoblog.com/2011/10/18/hertz-adds-transit-connect-electric-to-plug-in-rental-fleet-wan/">Ford Transit Connect Electric utility vehicles</a> available for rent.</p>
<p>Evatran is one of a handful of firms looking to benefit from what&#8217;s likely to be growing demand for wireless recharging systems for EVs. Global purchases of wireless chargers, which were negligible last year, will total about $1.5 billion in 2020, green technology research firm Pike Research said in a report released in late 2010. Earlier this year, Evatran <a href="http://green.autoblog.com/2012/01/14/sears-evatran-reach-agreement-for-wireless-ev-charging-stations/">reached a distribution agreement with Sears&#8217; home-installation division</a> to distribute and install Evatran&#8217;s Plugless Power stations at homes across the U.S.

<p>After driving the <a href="http://autoblog.com/tag/elantra+gt">2013 Elantra GT</a> out on stage here in <a href="http://www.autoblog.com/chicago-auto-show/">Chicago</a>, <a href="http://autoblog.com/hyundai">Hyundai</a> executives immediately focused on one of its new five-door&#8217;s core values: lightness. You see, the GT is the lightest C-segment hatchback in the United States, weighing 151 pounds less than a <a href="http://autoblog.com/mazda/mazda3">Mazda3</a>, 175 pounds less than a <a href="http://autoblog.com/ford/focus">Ford Focus</a> and 222 pounds less than the fatty-fat-fat <a href="http://autoblog.com/volkswagen/golf">Volkswagen Golf</a>. Even so, the Elantra GT has the most capacious interior in its class.</p>
<p>Power comes from the Elantra sedan&#8217;s 1.8-liter naturally aspirated inline-four, meaning 148 horsepower and 131 pound-feet of torque are on tap, and can be paired with either a six-speed manual or automatic transmission. Fuel economy is only slightly worse than the 40-mile-per-gallon Elantra sedan, with the GT expected to get as high as 39 mpg on the highway. <p>For the <a href="http://green.autoblog.com/2007/02/07/top-12-greenest-and-meanest-vehicles-of-2007-as-defined-by-acee/">first</a> <a href="http://green.autoblog.com/2010/01/22/cng-fueled-honda-civic-gx-ranked-1-on-aceee-greenest-vehicle-li/">time</a> <a href="http://green.autoblog.com/2011/02/16/aceee-names-honda-civic-gx-nissan-leaf-greenest-vehicles-of-201/">in</a> <a href="http://green.autoblog.com/2008/02/19/aceee-names-2008s-meanest-and-greenest-cars/">ages</a>, the <a href="http://autoblog.com/honda/civic">Honda Civic</a> Natural Gas is not the &#8220;greenest&#8221; car in the U.S. This year, it&#8217;s the <a href="http://autoblog.com/mitsubishi/i">Mitsubishi i</a>. At least, it is according to the American Council for an Energy-Efficient Economy (ACEEE), which takes it upon itself to rank these sorts of things.</p>
<p>The CNG-powered Civic has made the top of the list for the past eight years (last year, the <a href="http://autoblog.com/nissan/leaf">Nissan Leaf</a> <a href="http://green.autoblog.com/2011/02/16/aceee-names-honda-civic-gx-nissan-leaf-greenest-vehicles-of-201/">shared the No. 1 spot</a>) but it drops to second place this year. Last year, ACEEE gave the Civic Natural Gas a score of 54, a number that takes into account &#8220;unhealthy tailpipe emissions, fuel consumption, and emissions of gases that contribute to climate change.&#8221; This year, the i managed to rake in 58 points, which ACEEE says is the &#8220;highest Green Score awarded since the rankings began in 1998.&#8221; That deserves a golf clap or two, even if the methodology for calculating the score changed for 2012 (details in the PR <a href="/2012/02/07/mitsubishi-i-steals-aceees-greenest-car-of-the-year-title-fro/#continued">after the jump</a>).</p>
<p>The ACEEE also figures out which vehicles are the dirtiest for its &#8220;Meanest&#8221; list. This year, the Chevrolet G3500 Express/GMC G3500 Savana cargo vans, Ford E-350 Wagon and <a href="http://www.autoblog.com/bugatti/">Bugatti</a> Veyron can claim this dubious honor.

<p>Heather Peters, who last week was <a href="http://green.autoblog.com/2012/02/02/civic-hybrid-driver-heather-peters-wins-9-800-judgment-from-hon/">awarded almost $10,000</a> in a California court in damages over claims that Honda falsely advertised the fuel economy of its <a href="http://www.autoblog.com/honda/civic/">Civic</a> Hybrid, is delivering a <a href="http://www.change.org/petitions/urge-attorney-generals-to-object-to-honda-settle">petition</a> to the 50 state attorneys general urging that class-action plaintiffs against the automaker bargain for a better settlement. As of today, almost 1,150 people have signed the petition.</p>
<p>Peters, who was awarded $9,867.19 in small claims court, said in a press release that Honda&#8217;s offer of as much as $200 in cash and as much as $1,000 off a new Honda was &#8220;ridiculous,&#8221; and that the plaintiffs could do better by <a href="http://www.dontsettlewithhonda.org/">opting out</a> of the current class-action complaint. Peters said that the deadline to object to Honda&#8217;s current settlement offer is February 11.</p>
<p>Last week, the small claims court commissioner in Torrance, CA, ruled that Honda misled Peters by estimating that its Civic Hybrid could get as much as 50 miles per gallon, according to the <em>Los Angeles Times</em>. Honda said it would appeal the decision.</p>
<p>In her case, Peters alleged that her 2006 Civic Hybrid never reached more than 42 miles per gallon and that the car&#8217;s fuel economy dropped to less than 30 miles per gallon after Honda performed a software update on the car. Honda was the defendant in a class-action lawsuit stemming from the automaker&#8217;s estimates of fuel economy for the 2003-07 model years, which were 49 miles per gallon city and 51 highway. Honda settled that lawsuit out of court in 2009, after which 26 state attorneys general <a href="http://green.autoblog.com/2009/12/18/26-state-attorneys-general-object-to-honda-civic-hybrid-lawsuit/">called the settlement unfair</a> because attorneys made more from the case than the defendants did.

The group says Elantra owners have seen fuel economy averages of 18 and 19 mpg instead of the the 29 mpg city and 40 mpg highway reported by Hyundai and the <a href="http://www.autoblog.com/tag/environmental protection agency">Environmental Protection Agency</a> (see also: <a href="http://green.autoblog.com/2012/02/02/civic-hybrid-driver-heather-peters-wins-9-800-judgment-from-hon/">Civic Hybrid lawsuit</a>). As such, the group has sent letters to both <a href="http://www.autoblog.com/tag/john krafcik">Hyundai CEO John Krafcik</a> and President Eok Jo Kim warning that if the automaker advertised the 40 mpg claim in the company&#8217;s <a href="http://www.autoblog.com/tag/super bowl">Super Bowl</a> spots, Consumer Watchdog would release a retaliatory video of its own. The group has since followed through with that threat.</p>
<p>	Hyundai has since released a new, updated version of its Super Bowl ad, and Consumer Watchdog claims the Korean automaker has now promised not to include the 40 mpg figure in any of the spots. <p>A Switzerland-based company is testing an extended-range plug-in mini-vehicle that it says gets more than 200 miles per gallon and has a single-tank range of more than 300 miles, according to website TechnologicVehicles.com.</p>
<p>The company, <a href="http://www.catecar.ch/index.php">Catecar</a>, tested a prototype of the vehicle at the Geneva Airport this week. The car weighs less than 800 pounds, while its batteries account for about 10 percent of the vehicle&#8217;s weight, according to the website. Making the car even more energy efficient are the solar panels on the vehicle&#8217;s roof.</p>
<p>At just under 10 feet long, Catecar is about a foot longer than Daimler&#8217;s <a href="http://www.autoblog.com/smart/fortwo/">Smart ForTwo</a> two-seater and about two feet shorter than the <a href="http://www.autoblog.com/mini/cooper/">Mini Cooper</a>. In other words, it&#8217;s not big &#8211; but the company does have big plans, and production could start next year, TechnologicVehicles reports.

<p>What impact will the &#8220;<a href="http://green.autoblog.com/2012/01/26/carbs-new-zev-mandate-revision-could-add-1-4m-more-advanced-gre/">over-compliance</a>&#8221; rule &#8211; <a href="http://www.pluginamerica.org/closezevcarbloophole">some would say loophole</a> &#8211; in the California Air Resources Board&#8217;s <a href="http://green.autoblog.com/2012/01/27/california-breaks-rank-again-demands-over-15-of-cars-sold-be-n/">recent changes to the Zero-Emission Vehicle (ZEV) Mandate</a> have? The short and obvious answer is that only time will tell, but one can make the case both that it&#8217;s a good thing and that it&#8217;s a bad thing. Odd, but true.</p>
<p>Before we get too far into this, a primer on the ZEV Mandate changes and what the over-compliance rule actually is is important. The <a href="http://green.autoblog.com/2012/01/27/california-breaks-rank-again-demands-over-15-of-cars-sold-be-n/">basic idea</a> is that CARB wants to reduce the amount of CO2 and other pollutants in the air that come from transportation. Zero-emission vehicles &#8211; whether they be plug-in or hydrogen powered &#8211; will do this, so CARB decided that at least 15.4 percent of all the cars sold by a major automaker in California needs to be either an EV, a plug-in hybrid or a hydrogen fuel cell vehcile by 2025. To go along with this new rule, some automakers asked for &#8211; and got &#8211; an over-compliance rule that will &#8220;allow manufacturers who systematically over comply with the proposed LEV III GHG fleet standard to offset a portion of their ZEV requirement in 2018 through 2021 model years only.&#8221;</p>
<p>Some argue that the over-compliance rule will lead to a smaller environmental benefit from ZEVs because, quite simply, there will be fewer ZEVs on the roads than there would be without the rule. This is true. It&#8217;s also true, as others will argue, that what matters most is lowering the amount of nasty pollutants and emissions from the air, so who cares if this happens because there is a true ZEV driving around or a much-improved (read: cleaner) gas-powered car that emits fewer greenhouse gases than today&#8217;s vehicles?</p>
<p>We didn&#8217;t want to try and answer that question. But we did think it made sense to try and capture the landscape of the recent battle over the rule, and so we asked some of the involved automakers and other concerned parties for their opinions. <p>Saying automotive journalists like diesel sedans is like arguing the color pink is going to do well with the 5-year-old-girl demographic this quarter. You&#8217;re not going to find too many dissenting voices. So, it should be no surprise that we love ourselves some <a href="http://www.autoblog.com/tag/bmw 335d">BMW 335d</a>. With plenty of power and impressive fuel economy, the outgoing diesel is a mechanical wonder child. And yet, thanks to the new F30-generation <a href="http://www.autoblog.com/tag/bmw 328i">BMW 328i</a>, with its 2.0-liter four-cylinder engine produces 240 horsepower and 260 pound-feet of torque, there&#8217;s some competition for the title of most fuel efficient 3 Series.</p>
<p>Admittedly, the 328i&#8217;s numbers are a far cry from the 265 ponies and 425 lb-ft of torque cranked out by the diesel-fueled 3.0-liter inline six in the 335d. Even so, the 2012 328i is considerably lighter and more aerodynamic. It also boasts a next-generation transmission, which helps the car get to 60 mph one tenth of a second quicker than the old 335d. That&#8217;s surprising, but not nearly as surprising as the fact that the 328i manages 1 mpg better than the diesel in the combined cycle. According to the EPA&#8217;s just-released figures, the 328i nets 24 miles per gallon in the city and an impressive 36 mpg on the highway. The 335i? 23 mpg city and 36 highway.</p>
<p>We&#8217;ll give you a moment to pick up your jaw from the floor. Now all BMW needs to do, as <em>Automobile</em> points out, is drop a diesel four-cylinder behind the headlights of the <a href="http://www.autoblog.com/bmw/3 series">3 Series</a> to go after even bigger green credentials. Fingers crossed.

<p>This one has got to hurt. After a record-best <a href="http://green.autoblog.com/2012/01/04/chevy-volt-has-best-month-ever-but-nissan-leaf-still-wins-2011/">1,529 units sold in December</a>, sales of the <a href="http://autoblog.com/chevrolet/volt">Chevrolet Volt</a> dropped to just 603 in January, part of an overall decline in GM model sales compared to the last month of 2011. The good news in this less-than-half drop? If you look at the year-on-year trend, the Volt almost doubled its sales. In January 2011, Chevy sold 321 Volts.</p>
<p>Over on the <a href="http://www.autoblog.com/nissan/leaf">Nissan Leaf</a> side, the numbers are also down. <a href="http://autoblog.com/nissan">Nissan</a> sold 676 Leafs in January, which is less than the 954 Leafs sold last month.
